In an effort to curb the willy-nilly, hanky-panky enforcement of the eligibility waivers, the NCAA has stiffened the requirements and more clearly defined when a student is eligible for a waiver and when they must sit out a year.

It is not a decision that is fully accepted and many schools say it does not go far enough, but at least it does make understanding when a student athlete is and is not eligible for the waiver, mostly clear, and when they must sit out a year.

The new rules do not affect graduate transfers.
