Spokane and Seattle are both doing a great job!

I wonder how they weighted those factors? If a lot of weight was given to DUI, it could help explain why Seattle and Spokane are so bad, and cities like this:

8 New York, NY B+

Are so good. There aren't going to be many DUIs in NY City because no one drives! If Seattle and Spokane had a "cab culture" like NY, their stats would likely be waaay down too.

That said, there are a lot of drunks in the PNW. I attribute Seattle's affliction to the lack of sunshine. Liquid sunshine is the next best thing.

I attribute Spokane's problem to it's proximity to Montana and how many drunks here migrate from that State. :D

Las Vegas gets a "C"? They must not be counting visitors because I know every time I've been there I have been dangerously drunk.
