Question - star rating system

For those of us who do not follow the star rating system, could someone explain it? Who does the ratings, how many 5 star ratings are there in an average year, how many 4 star ratings in an average year, etc?

Now that he's committed to GU, expect four star Zach Norvell to be a three star when the newest rankings come out... if that tells you anything about the ambiguity of the system.

My guess would be something like this:

Rank 1 - 25 5 stars
Rank 26 - 100 4 stars
anything below is 3 stars or less

Rank 26 - 100 4 stars
anything below is 3 stars or less

That's how Scout does it, generally. Not sure if there's a defined number of 3 stars, but generally probably the next 200, probably, maybe more. I think if a guy is considered a high major recruit he's 3 stars.

The foo ranks all foo threads 5 stars. The foo does not rank any threads outside of the foo. The foo has noticed that many threads on the MBB get a 1 star rating especially after a loss.

It's worth noting that Rivals updated their rankings on 9/24. Collins is at #32.
