I don't know what it means, except that the invitees tend to be fringe NBA draft prospects. Draft Express has a full list (http://www.draftexpress.com/article/2013-Portsmouth-Invitational-Tournament-Official-Rosters-and-Preview-4128) of players attending and top players not invited or invited but declining invitations.

Elias Harris will not be attending the Portsmouth Invitational draft camp per @chadfordinsider. Only 5 of his top 100 are attending.
Chad Ford ‏@chadfordinsider 23m

No one in our Top 60 attending PIT. Only 1 player in our Top 80, James Southerland. Only 5 players in our Top 100.

They invited guys in the Top 100. Delly was ranked #96 but was the #26th ranked senior.

Elias Harris is the #35 ranked senior, so that would put him in the top 140 range.

If there was one person who needed a deep run in the tournament it was Elias. He needed that extra exposure to push him into the top 100 prospects. I think he can make an NBA roster if he can get an invite to some NBA camps.

Harris will not stick on an NBA team if drafted. Can see him playing in European league.

I have to agree. EH is one of the GREATEST Zags of all time (IMO) BUT his negatives were displayed in the two games GU played. He was stopped time after time from scoring when he was next to the basket by non-NBA players. He is going to have to display he can play inside with NBA bigs. In addition, his 3pt shot disappeared altogether this season and that was a strong point for him.

It does appear as though it will be tough for him to make it in the NBA but believe he can be very successful in Europe, if the NBA doesn't workout.
