Why do we get true HD on Root in a road game at USF when we can't get even one game a year in legit true HD on khq/root at the Kennel?

I noticed the HD truck for the ESPN game at Santa Clara was based out of Portland, Or. Why wouldn't it be able to go to Spokane? I agree it's mind boggling now that we are 10+ years deep in HD tech.
